These are editorial groupings. Anything you save yourself goes to your library, which follows your account rather than your device, so what you saved on a phone is there on a desktop without you moving it.
Why some of these are seasonal
A festival page put up on the day of the festival has no history behind it and competes with pages that have been read for weeks. The seasonal collections are surfaced well ahead of the date they lead into, which is the only time they are useful to prepare from.
